Overview

Build East Baton Rouge (Build EBR), the Redevelopment Authority  for East Baton Rouge Parish, invites qualified certified public accounting firms to submit proposals to provide Audit Services.

Build EBR manages multiple federal, state, local, and private funding sources to advance equitable redevelopment, blight elimination, and economic growth parishwide. As a quasi-governmental entity, Build EBR is subject to the Louisiana Legislative Auditor (LLA) and must demonstrate strong fiscal stewardship and compliance with state and federal requirements.

Scope of Work

The selected firm will perform an independent financial and compliance audit of Build EBR’s operations, programs, and administered districts—including the Cortana Corridor Economic Development District (CCEDD) in accordance with Generally Accepted Auditing Standards (GAAS), Government Auditing Standards (Yellow Book), and LLA guidelines.

Work includes:

  • Conducting a complete annual audit and preparing all required statements, reports, and management letters.
  • Ensuring all audits meet state and federal deadlines.
  • Providing one presentation to Build EBR’s Board of Commissioners.
  • Supporting Build EBR staff in interpreting findings and improving financial operations.
  • Assisting, upon request, with audits or annual financial reviews of affiliated entities or districts.

Firms should have prior experience auditing governmental or quasi-governmental organizations and demonstrate familiarity with multi-source grant accounting.
