Overview
Build East Baton Rouge (Build EBR) is seeking proposals from qualified consultants or consultant teams to develop a site-specific economic development strategy for two priority sites in North Baton Rouge. This plan will support catalytic job creation, small business growth, and commercial investment—aligning with Build EBR’s broader vision of equitable neighborhood revitalization.
This initiative is funded by the Delta Regional Authority and is intended to provide both near-term action steps and long-term planning recommendations.
Scope of Work
The selected consultant will be responsible for:
- Site Analysis & Feasibility
- Assess existing conditions, ownership, zoning, infrastructure, and market trends
- Identify constraints and opportunities for each site
- Stakeholder Engagement
- Facilitate community engagement sessions and stakeholder interviews
- Synthesize local knowledge to guide planning and activation
- Economic Development Strategy
- Develop actionable recommendations for job creation and commercial uses
- Identify market-aligned development scenarios
- Include workforce and small business opportunities
- Implementation Strategy
- Outline a step-by-step path from vision to implementation
- Identify potential partners, funding sources, and public/private roles
