Plank & Scenic Rolling RFP

Rolling Request for Proposals (RFP) for Development on Plank & Scenic Corridors

Issue Date: July 17, 2025
Response Deadline: Open – Responses reviewed quarterly
Submission Email: info@buildbatonrouge.org

Overview

Build East Baton Rouge (Build EBR) invites qualified developers, investors, nonprofits, and mission-aligned partners to submit proposals for equitable redevelopment projects within the Plank Road and Scenic Highway corridors. This Rolling RFP remains open year-round and allows teams to propose projects that align with the Imagine Plank Road Plan, the Scotlandville Community Plan, and other adopted planning frameworks.

This rolling RFP is designed to accelerate impactful development by connecting interested partners with properties owned by Build EBR or held in its land bank. In particular, Addenda 1 identifies the corner of Plank and Choctaw as one such site positioned for a public-private partnership.

Opportunities

  • Redevelopment of residential and commercial parcels
  • Infill housing and mixed-use development
  • Creative reuse of vacant land or structures
  • Lease or acquisition of BBR-owned or adjudicated parcels
  • Projects aligned with the Imagine Plank Road plan and corridor priorities

Proposals may involve individual sites or clusters of properties, and Build EBR welcomes phased or scalable approaches.

Highlighted Opportunity: Plank & Choctaw Gateway Site
  • Size: Approximately 3 acres
  • Zoning: Mix of C2 and A3.1 (supports multi-family, missing middle, retail, and mixed-use)
  • Transit: Adjacent to planned BRT station
  • Incentives: Eligibility for LIHTC, NMTC, QCT benefits, potential TIF, and access to technical support
  • Context: High-visibility node with significant public infrastructure investment underway

This site is suitable for:

  • Multi-family housing
  • Missing middle housing
  • Mixed-use development
  • Neighborhood-serving commercial (grocery, childcare, health, etc.)
  • Community-serving facilities
