RFP for Legal Services

Overview

Build East Baton Rouge (Build EBR) invites proposals from qualified law firms to provide comprehensive Legal Services to support agency operations, governance, and redevelopment initiatives.

Build EBR operates as a quasi-governmental authority under La. R.S. 33:4720.151 et seq., tasked with eliminating blight and promoting equitable investment. The selected firm will serve as Build EBR’s General Counsel, providing legal support for daily operations, property transactions, compliance, and district administration.

Scope of Work

The selected firm will:

• Advise Build EBR’s leadership, Board, and staff on applicable laws and regulations.
• Draft, review, and negotiate contracts, cooperative endeavor agreements, and other legal documents.
• Conduct title clearance and support property transactions, acquisitions, and sales.
• Provide legal guidance on federal and state grant compliance.
• Support district administration, including the Cortana Corridor Economic Development District (CCEDD) and future districts.
• Coordinate closely with Build EBR’s in-house counsel, finance, and audit vendors to ensure compliance and risk mitigation.

Experience representing governmental or quasi-governmental entities in Louisiana and familiarity with redevelopment, land banking, and public financing are preferred.
