Rolling Owners Representative RFQ

Build East Baton Rouge is seeking qualified professionals and firms to serve as Owner’s Representatives for future development and redevelopment projects across East Baton Rouge Parish. This is a rolling Request for Qualifications (RFQ) that will establish a pool of pre-qualified vendors to support projects ranging from land bank activations to large-scale mixed-use and affordable housing developments.

Owner’s Representatives act on behalf of Build EBR to help guide projects from early planning through construction and closeout. This includes overseeing budgets and schedules, coordinating between developers, architects, contractors, and funders, and ensuring compliance with public funding requirements such as HUD, CDBG, and tax credit programs. These roles are critical to delivering high-quality projects that are on time, on budget, and aligned with community priorities.

Build EBR is seeking partners with experience in urban redevelopment, affordable housing, mixed-use development, and public-private partnerships. Firms with strong project management capacity, compliance expertise, and the ability to navigate complex, multi-layered funding structures are especially encouraged to apply.

By joining this pool, firms have the opportunity to support projects that reduce blight, expand housing access, and bring new investment to historically under-resourced neighborhoods.

Firms that submit qualifications may be considered for inclusion in this pool. Based on the needs of specific future projects and alignment with a firm’s experience and capacity, selected vendors may be invited to submit project-specific proposals, including cost proposals.

Submission to this RFQ does not guarantee selection. Inclusion in the qualified vendor pool does not guarantee an opportunity to submit a proposal, the availability of project funding, or selection for a contract. Participation in future opportunities will depend on project timing, funding availability, and alignment with Build EBR’s project needs.
