Total Duration: 2013 – 2016 (planning and developer selection); site developed
Estimated Investment: Planning by Build Baton Rouge; project catalyzed $20M+ in redevelopment
Impact: Transformed a 6.1-acre former utility site into a mixed-use anchor for Mid City, supporting commercial, residential, and cultural revitalization.
Public Benefit: Guided the adaptive reuse of historic Entergy buildings into Electric Depot—now a hub for food, music, retail, and housing along Government Street.
The Entergy Site Master Plan was a catalytic planning and developer selection process led by Build Baton Rouge to reimagine the former Entergy complex on Government Street. The 6.1-acre site—located just one mile from downtown—contained vacant industrial buildings with significant historic and architectural value, offering a rare opportunity for adaptive reuse in the heart of Mid City.
In 2014, BBR released a Request for Expressions of Interest (RFEI) seeking visionary development partners to transform the site into a vibrant, mixed-use destination. The goal: to activate Government Street, connect nearby neighborhoods, and drive reinvestment in a high-potential corridor.
Following robust community engagement and site planning work, BBR selected Weinstein Nelson Development as the project partner. Their vision ultimately became Electric Depot, a multi-phase redevelopment featuring restaurants, retail, entertainment venues, green space, and housing, all while preserving the original industrial structures.
The Master Plan served as the guiding framework for site design, infrastructure needs, phasing, and alignment with the larger vision for the Government Street corridor and Mid City reinvestment strategy.
